I had a really good Japanese friend who is always pissed about how dead the game is, I am going to sign this because everyone should be able to play on every district!

thank you very much vote for japan.
but it is impossible to free japan for world because NC:japan wont do it.

if you may help japanese players , please come international-server in AB please.
we cant go world-server except international (and there are no ppl AB in international)

hard to say it in TA/HA. it is important to make TB in there.
but AB can enjoy without TB
(i hope Anet announce this problem in GuildWars.. only do announce,i hope..)

I have a question Marui. I have always wondered this about the Asian districts before Anet opened them up the Euro and American districts. Is it pretty full or is completely empty besides a few people in each outpost?

I think I can answer you. I dunno about Japanese district But trust me, you'll find more ppl in AM/EU pre-searing ascalon or any of the outpost than Chinese Kamadan. Even in festival days, the main outpost could rarely have 2 districts, rather than a hundred in AM.

YES. japanese-server are already ruined.
in last year, We could find some ppl (about10) in japanese-RA.
but they decrease slowly in day by day.
for high-ping(about 500ms), for leave for international, for change to account of US/EU, for go guild-team, for rest, and for end of a contract.
("monthly contact system with NC:japan" is the worst disorder to free from isolation btw)

but No Problem I beleave Arena-net. they will make good about this trouble.

No Problem but ... IF you may help us with your kindness... (really thank you) ... when you play AB, please play in international-server.
We hope play GuildWars with you!

Basically, there's no reason not to do this, and it will probably increase Japanese server traffic because all the American weeaboos will want to hang out there with their sins named "Naruto Japanesename".

I don't really understand why wouldn't they do it, it's a pretty dead game right now over there, more players = more money. No point keeping servers open if noone is playing on them.
